CSR is a 100-percent employee-owned company, and therefore maintains a Board of Directors and a Share Holders trustee. All company stock shares are held by the CSR Employee Stock Ownership Plan (ESOP). The CSR ESOP is a qualified retirement plan as defined by 495(3)(7) of IRS Codes.
CSR makes annual contributions to the ESOP and covers all administrative costs. ESOPs are regulated by the Employee Retirement Income Security Act, a Federal law that defines the minimal standards for investment plans in private industry. Employees receive shares based on their tenure with the company and their annual compensation.
Cynthia Marsden Chairman of the Board
Cynthia Marsden is President and CEO of CSR Incorporated. an established, employee-owned small business that provides program planning, implementation, and Ms. Marsden joined CSR in October 2015, bringing more than 20 years of executive leadership for federal and private sector services companies in the health, social programs and national security markets. With extensive experience in supporting highly sensitive, critical client contracts for high profile customers, Ms. Marsden understands the importance of quality and customer satisfaction to ensure long-term success. Supervising teams ranging from 50 to over 1,500 people, Ms. Marsden brings strategic vision combined with an underlying focus on performance and analytics to continually improve company performance.
Ms. Marsden is a current member of Healthcare Information Management Systems Society (HIMSS), Armed Forces Communications and Electronics Association (AFCEA), Association of Corporate Growth (ACG) and SECAF as well as a past member of the Rochester, New York Chamber of Commerce and the Detroit Economic Club.
She holds a B.S. in Computer Science and Economics with a minor in Statistical Mathematics and MBA from Wayne State University in Detroit, Michigan in Finance and Accounting.
Elizabeth K. Smith President
Elizabeth Smith, President of E Smith Consulting, LLC, holds a Masters degree in Policy and Planning from Johns Hopkins University, School of Public Health, and a Bachelor of Science degree in Biology from Syracuse University. She has over 25 years of experience working with the U.S. Federal and State Governments, commercial systems integrators, and private health care and technology firms; ranging from management and technology consulting to sales strategy and implementation.
She spent eight years at Booz, Allen & Hamilton as a management consultant where she led engagements with a broad range of Federal customers, including NIH, NASA, GNMA, FDA, EPA, and HUD. Ms. Smith led the Department of Veterans Affairs Management Studies and Analysis contract where she evaluated VA programs, conducted business process reengineering studies of large programs, and developed strategic plans. She designed an information technology architecture for the Department of Defense, Health Affairs to transform legacy systems into a rationalized set of applications to improve processes at Military hospitals. At EDS, Ms. Smith implemented her consultative sales approach and leveraged existing healthcare solutions to new customers, closing over $800M of new business and tripling profitable annual operating revenue from $43M to $115M in 4 years. She was awarded many top sales awards and was ranked among the top five EDS sales professionals in the world for her five years as an individual sales performer. Promoted to Vice President and then Senior Vice President of Sales, she provided strategic vision and management to turn a fragmented sales organization into the most successful Federal sales team in the U.S. marketplace. This phenomenally successful sales team produced over $7.5B in sales in 2000, including the award of the largest competitive IT contract in history, the Navy Marine Corps Intranet, achieving over 650 percent of target.
Ms. Smith led a successful private consulting practice, where she provided strategy, management, and sales consulting to commercial and government clients. She supported clients entering and expanding within the Federal and State and local markets, assisting them in developing and achieving corporate strategy through acquisitions, strategic sales planning, and implementation. She was a staff member of the President’s Task Force to Improve Health Care Delivery for Our Nation’s Veterans, supporting an Executive Order from President Bush to improve coordination between VA and DOD health care systems.
As the Executive Vice President of Federal Sales at Perot Systems/Dell, Ms. Smith transformed the sales organization and processes, developed a qualified multi-billion dollar pipeline, and closed over $1B of new top-line profitable revenue. At Unisys, Ms. Smith transformed the newly centralized sales organization by hiring new talent and implementing sales best practices. The win rates dramatically improved and more than $3B of awards were generated, including the $150M IRS Storage as a Service, DOI SAP Cloud Migration, and the $500M Border Enforcement Management Services contract. At Optum, Ms. Smith was the Senior Vice President for Federal Business Strategy and Development where she coordinated opportunity development across 18 business units to bring commercial offerings to the Federal government. She then created a strategy and business justification to establish a centralized Federal growth office and built a strong team and implemented new sales processes to pursue a qualified pipeline of over $25B for 2016–2017.
Ms. Smith is again leading her consulting practice, where she is assisting companies in achieving new growth and expansion opportunities within the Federal marketplace through strategic planning, tactical sales support, and M&A-related services.
Daniel Swedberg President
Daniel Swedberg, President of SyntheSys, LLC, holds a Masters degree in Public Policy and Administration from the University of Wisconsin, Robert M. La Follette School of Public Affairs, and a Bachelor of Science degree in Business Finance from Minnesota State University. He is also trained as a Lean SixSigma Black Belt. He has more than 25 years of experience providing consulting services to U.S. Federal and State government healthcare clients and has established successful healthcare consulting practices at Booz, Allen & Hamilton, EDS, CACI International, and SyntheSys.
At Booz, Allen, Mr. Swedberg established a Management and Technology consulting practices centered at the Department of Veterans Affairs (VA) that provided support to the VA Office of Policy, Planning and Evaluation in addressing strategic challenges associated with Health Care Reform, the planning, design, and construction of new health care facilities, and the use of commercial off-the-shelf (COTS) systems to support its health care mission. He also served on the board of a Booz, Allen joint venture organization established to design and develop coordinated operations and technology solutions for commercial hospitals and led day-to-day operations.
At EDS and CACI, Mr. Swedberg developed consulting practices to improve the understanding and responsiveness of these systems integrators to business and mission-related challenges driving large systems integration projects. His team worked with EDS sales professionals at the VA to win and deliver an innovative co-sourcing approach to providing IT support services addressing key challenges faced by the VA in implementing IT enhancements. He also operated as the Global Government lead for EDS Innovates, helping EDS grow and its clients identify and exploit strategic opportunities in the Digital Economy.
Mr. Swedberg established SyntheSys in 2010 to provide full-cycle transformation services to healthcare customers after working with VA to define a Comprehensive Flow Management concept for coordinating acute care services across its national health care delivery system. His team has worked with the VA to oversee implementation of the technology components of the concept, redesign care delivery processes, and establish analytic tools for managing and improving patient flow. SyntheSys is currently working with operationally vulnerable VA emergency departments and medical centers to use those analytic tools to support site-level improvement efforts. SyntheSys is leveraging this knowledge to provide analytics support to emergency departments in commercial hospitals.

Joseph P. Morsman, J.D., CPA Senior Vice President
Joe Morsman is Senior Vice President, Institutional Trust and Retirement Plan Services, for National Advisors Trust Company. He is responsible for the delivery of trust services for qualified and non-qualified retirement plans, collateral trusts, health savings accounts, and other non-personal fiduciary arrangements. Mr. Morsman serves as CSR Shareholder Trustee, and does not sit on the Board of Directors.
A native of Oklahoma, Mr. Morsman received his Bachelor degree from Westminster College, Fulton Missouri, his Masters of Science in Accounting from Oklahoma State University in Stillwater, Oklahoma, and his Juris Doctor from the University of Oklahoma College of Law. He is a member of various State and national legal and public accounting organizations, as well as a member of the Steering Committee for the Employee Benefits Institute, and a former member of the IRS Mid-States Key District Employee Plans and Exempt Organizations Council. Mr. Morsman was also treasurer and member of the board of directors of the Brain Injury Association of Kansas and Greater Kansas City. He is married and the father of six children.
